The distinction between:

freedom to express an idea

and

equal institutional opportunity for that idea to receive attention and recognition.

A person can legally say:

“I disagree with the dominant interpretation of Lincoln.”

while simultaneously experiencing difficulty getting that interpretation:

published;

funded;

taught;

cited;

recognized.

So:

Freedom of expression is the ability to express the idea.

It does not guarantee:

freedom from institutional selection or unequal attention.
