My point about systematic neglect

Yes—this is much stronger than merely saying:

“Scholar X was not cited.”

If you discover a pattern such as:

relevant evidence repeatedly existed,

scholars had access to it,

it was systematically excluded,

contrary evidence was consistently ignored,

and the exclusion correlated with a particular institutional or ideological structure,

then you have evidence about the scholarly process itself.

That is very different from simply observing that someone received few citations.
