Does citation mean the author is important?

Not necessarily.

This is where we need to distinguish:

Important work

and

Correct work

They are not identical.

Example:

A theory may be cited thousands of times because:

• scholars support it,
• scholars criticize it,
• scholars compare themselves to it.

A widely criticized work can still be historically important because it shaped debate.

So citation often indicates influence, not necessarily correctness.
