Revolutionary/fundamental change and institutional change

They can overlap, but they are not synonyms.

Revolutionary change

Means a very profound or rapid transformation.

Institutional change

Means a change in the rules, structures, or organizations governing social activity.

The abolition of slavery was both potentially:

revolutionary in social consequences

and:

institutional because it changed the legal institution of slavery.

However, not every institutional change is revolutionary.

Changing one labor regulation may be institutional but not revolutionary.
