Permanent majority rule increases the risk of minority oppression.
Notice the word
risk.
It means
something becomes more likely.
Example.
Smoking increases the risk of lung cancer.
It does not mean
every smoker develops lung cancer.
Likewise,
a permanent majority may increase the likelihood of minority disadvantage,
but it does not logically guarantee it.
Another country with constitutional safeguards may avoid that outcome.
