Earlier inhabitants before ancient Israelites

This is another version of the same problem.

Human populations have migrated, mixed, and displaced one another repeatedly over thousands of years.

If every present-day territorial claim depended solely on identifying the earliest inhabitants, then many claims would become impossible to resolve because the historical record becomes increasingly uncertain the further back one goes.
