"Structural" versus "strategic"

This distinction is important.

Strategic

Means:

People deliberately planned something.

Example:

A government lowers taxes to attract investment.

That is strategic.

Structural

Means:

Two developments fit together because of how the system works.

Example:

Factories operate more efficiently when workers are legally free to change employers.

You need not claim anyone consciously designed that outcome.

It is simply how the economic and legal structures interact.

So structural explanations focus on relationships between systems, not necessarily on the intentions of individuals.
