This means asking questions such as:

What counts as historical evidence?

How do historians justify causal claims?

What is the difference between fact and interpretation?

Can we know historical motives?

What is the status of historical truth?

For example:

A methodology book asks:

"How should we analyze parliamentary debates?"

A philosophy-of-history book asks:

"Can parliamentary debates really tell us what politicians believed?"

The second is philosophy of historical research because it studies how historical knowledge itself is possible and justified.
