That is a factual conclusion supported by evidence.

Researchers may then investigate deeper questions such as:

  • Why did it occur?
  • Who ordered it?
  • Were there alternative policies?
  • What were the immediate and long-term consequences?

Those are "deeper truths" in the sense of deeper historical explanations.

Whether the displacement should be remedied today is a different question involving law, politics, and ethics.
