The existence of one case that appears consistent with a theory does not, by itself, prove the theory universally.

For example:

Suppose one bridge collapses.

That supports concern about bridge safety.

It does not prove

every bridge is unsafe.

Similarly,

one country's experience may support a political theory,

but additional evidence is needed before treating it as a general law
