"Inevitable" is still counterfactual

Suppose someone says:

If Napoleon had won at Waterloo, Europe would have changed dramatically.

That is counterfactual.

Now suppose they say:

If Napoleon had won at Waterloo, Europe would inevitably have changed dramatically.

Still counterfactual.

The word "inevitably" strengthens the claim but does not remove its counterfactual nature.

Because it still concerns a historical path that did not occur.
