Blockades and Food Shortages

A military blockade stops commercial trucks from bringing food and basic goods.

Money cannot buy food if markets are empty and borders are closed.

People starve when supplies cannot physically enter an area, regardless of how much cash exists inside.

Weapons Versus Civilian Needs

Ruling groups or militant organizations control military budgets and secret tunnels.

Ordinary families, children, and the elderly do not control these funds or weapons.

The presence of arms does not mean that civilians have access to flour, clean water, or medicine.

How Legal Standards Work

International courts look at the mass destruction of civilian life and living conditions.

They measure widespread hunger, lack of hospital care, and forced displacement.

The military actions or funding of a separate armed group do not remove the legal duty to protect non-combatants.
