“A question that arises with regularity in courses on
international relations is: how can concepts, hypotheses, and theoretical
constructs be used in the making and implantation of foreign policy? Our answer
is that although theorizing is an aid to understanding international political
phenomena, it is not necessarily a practical guide for the day-to-day operation
of a foreign office or a defense ministry. An analogy may serve to illustrate
the problem; Babe Ruth was one of the most powerful batters in the history of
baseball. Yes if he had been asked to develop a theory of hitting home runs, he
would have to concentrate his time and energy on the study of such questions as
ballistics, trajectories, wind speed, visibility, and coordination of motion,
crowd effects, coaching, and inputs from teammates. By the time he had acquired
the necessary knowledge and become scientifically conscious of his movements,
his ability to hit home runs would have been somewhat impaired. In
International relations the ‘batters’ are national leaders and generals. Social
scientists specializing in the theory of the field resemble sportscaster and
commentators. They amass statistics and interpret the records of teams and
players”

The answer to question that ‘what makes Ruth
the most powerful batter?’ may have no utility for Ruth as he has become what
he is; but the answer is quite important for the would-be batters. Every
potential player has the capacity to turn into actual player but this transition
is best if guided. Ruth must have undergone many phases to acquire the famed
power of hitting; though he may not have been conscious of passing through
different level of excellence. Knowledge of these phases is definitely a great help
for people aspiring to achieve same power of hitting. Ruth should not be asked
to develop a theory instead be requested to continue hitting, so that observers
can formulate a theory. Great leaders are like great player born not made. Every
player is not born with the same endowments as those of Ruth. It is impossible as
great players are not always born. But players those are not as naturally
gifted as Ruth can produce almost same performance if guided through levels of
excellence in the light of insight gained from observing Ruth. Every leader is
not born as great leader; but leaders and general those succeed can produce
almost same performance if benefited from the history of the steps of great
leader. Birds always flew without ever knowing the rules of flying but humans
invented aeroplane by observing the flight of birds. Naturally gifted are like
birds and mediocre or euphemistically called less gifted
are observers of birds learning things from observance
